A user wants to have FTP available for installation during the system setup. This would require to have FTP as an app in the App Center.

FTP is insecure.
The file transfer protocol has many technical deficits.
UCS currently still ships univention-ftp, which can be installed using the "package management" UMC module. But it is scheduled for removal.
We definitely will not add it as a component during installation as this also is under discussion.

As UCS has ssh you can also simply use sftp.
