+++ This bug was initially created as a clone of Bug #47275 +++

Update the internal import manual and create a configuration file that can be used with test data created by ucs-school-testuser-import with and without "--httpapi".

* A dedicated JSON configuration file was created: ucs-school-testuser-http-import.json.
* The ucs-school-testuser-import script now print instructions how to use the configurations (for both cmdline import and HTTP-API import).
* The internal and external documentation was adapted.

All code in branch dtroeder/47277_test_import, branched from 4.3.
