The importer should use the correct encoding if CSV files encoded in UTF-8 with BOM are used.

The CSV import via ucs-school-user-import is now able to handle UTF-8 files with byte order mark (UTF-8 BOM) correctly. In the past the BOM was interpreted as user data.

OK: file starting with a UTF-8 byte order mark are detected correctly
