Use correct encoding in CSV importer if UTF-8 with BOM is used

The importer should use the correct encoding if CSV files encoded in UTF-8 with BOM are used.
The CSV import via ucs-school-user-import is now able to handle UTF-8 files with byte order mark (UTF-8 BOM) correctly. In the past the BOM was interpreted as user data. ucs-school-import (16.0.2-24) 3e13282f83b1 | Bug #47305: automatically use correct encoding if UTF-8 BOM is detected
OK: file starting with a UTF-8 byte order mark are detected correctly
