We need to use the new X-Univention-Portal-Admin-Mode introduced in Bug #48358 to fetch all entries when using the edit mode to ensure the visibility of all tiles during editing.

OK: portal.json is unfiltered if X-Univention-Portal-Admin-Mode header is used (and logged in as admin)

If you create/add an empty category in the edit mode, there is no chance to edit it further (adding entries) since it gets filtered from the backend.
