When updating to UCS 4.4-0 the current erratalevel is shown as e376.

* Reset erratalevel to 0 when updating to 4.4-0
* Prepare univention-errata-level package to start with 0 for 4.4 errata

I've imported base/univention-errata-level from the 4.4-0 branch and built it in Relase-Scope 4.4-0:

UCS 4.4 changelog added.

OK: package build, UCS 4.4-0 systems right now have erratalevel=0
OK: next erratalevel in 4.4 will be 1, as seen in omar:/var/univention/buildsystem2/errata/status/next_ucs-4.4.txt

876120a1 fixed typo in changelog
