Now that the "CSV-Import" UMC module has been removed (see Bug #48063), the "User Import" UMC module should be installed by default.

Add packages "ucs-school-import-http-api" and "ucs-school-umc-import" to Recommends of packages "ucs-school-master" and "ucs-school-singlemaster".

This will as a side effect also install them on DC backup systems, which is unnecessary but OK unless backup2master happens... so it's good it's there already.
