+++ This bug was initially created as a clone of Bug #48621 +++

When deactivating an option, all user data for that app will be deleted. For some apps that can be a big difference to just deactivating the synchronization (or whatever the app does).

IMHO an entry in the 4.4-changelog won't be enough to communicate this change/difference. A popup/window should display a warning, and give the user a chance to react, as well as a link to a wiki page that further explains the difference.

That wiki page may also contain app specific details, so the [Help] link should include the apps ID as an anchor (or similar) to be able to jump directly to an app specific section.

Window:

This will delete all of the users data associated with this app.

Maybe also include a checkbox to not display the window to the logged in user anymore.
