Distribution includes exam students

I'm not sure if this is by design or just a bug, but I don't see any reason to include them.

Note:
This happens in case an exam is running during the creation of a project.

This issue has been filed against UCS@school 4.4.

UCS@school 4.4 is out of maintenance and components may have vastly changed in later releases. Thus, this issue is now being closed.
