Migrate the ucs-test-ucsschool package from python-support to dh_python.

All Python modules will now be stored below
* /usr/lib/python2.7/dist-packages/univention/testing/ucsschool/
* /usr/lib/python3/dist-packages/univention/testing/ucsschool/
