Migrate the ucs-school-netlogon-user-logonscripts package from python-support to dh_python.

Switched to dh_python:
- create python-ucs-school-netlogon-user-logonscripts and 
  python3-ucs-school-netlogon-user-logonscripts
- added setup.py
- bumped version to 15.0.0-100
