Whith the global app center functionality it is possible to install apps on any ucs system in a domain from the app center on any other system.
This becomes problematic when systems have different ucs versions installed.

To stay compatible, updates of the app center can barely do any api changes.
We need to be able to block app installations from newer systems on older ones and vice versa.

This issue has been filed against UCS 4.4.

UCS 4.4 is out of general maintenance and components may have vastly changed in later releases. Thus, this issue is now being closed.
