The broken saml login message

The functionality introduced with bug 50594 does not seem to work anymore. I tested it successfully a few weeks ago but as of now it does not work in neither my test domain nor in two different customer domains. All of them are on the latest errata level 4.4-3 errata455.
Setting the variable saml/idp/password-change-url to an URL only results in the attached broken message. Because no link is visible the user is left on their own again to find out how to change their password.
