Implement account registration with the self service

This is the meta bug for the account registration on the self service page.

Features (as of now)
User should be able to register their own account
Admins should be able to set which attributes the users has to fill out
Users should be able to verify their email
Users should need to verify their email again if they change it
SAML login should be able to check if the email has been verified
