Changing UCR variables does require the restart of certain services so that the changes have any effect. UCS does restart the services automatically to prevent disturbances.

As an administrator I want to receive a notification in the UCS management system that informs me to restart one or more specified services, after I change a UCR variable, e.g. one proxy variable.

As a developer I want to define UCR variables and enable them to notify the administrator with a specified message. The message should show up in the UCS management system or on the command-line, depending on the way the UCR variable has been changed.
