add context import hooks to school import

Add hooks for the cmdline/BB-API/UMC-import and for the Kelvin API to the ucs-school-import package. The hooks should allow to control the creation of OX contexts by setting the respective udm property.
The pyhooks have been added. One for cmdline/BB-API/UMC-import and for the Kelvin API.
