Various scripts in shell-univention-lib should use python3 instead of python 3.

+++ This bug was initially created as a clone of Bug #51592 +++

univention-lib needs to be python 3 compatible.

Python 3 is now used instead.

Python3 is used everywhere. TBH, I did not check every function (they configure admember mode on member system etc).
