A staff user with the following groups (simply added via school module, and put in the import-all group) was able to do a userimport with UCS Version 4.4-4 errata499

I updated my system to reproduce this issue, and with UCS Version 4.4-4 errata648 the user gets an empty page, no module or tile is shown.

This caused by bug 51659. To fix this, e.g. add schoollists-all to UMC operations.
