Show browser warning on portal

A customer wishes that the browser warning which is shown under the login is also shown on the portal as an overlay.
If the warning is shown should be configurable through an ucr variable.

Incomplete entries in variable definition univention-portal.univention-config-registry-variables
  portal/showOutdatedBrowserWarning:
    categories
Error: univention-install-config-registry-info returned 1

2. please don't use camelCase for UCR variables but instead use e.g. partal/show-outdated-browser-warning.

Warning is shown for IE11 on login (classic and saml) -> OK
Warning is shown for IE11 on the portal if enabled -> OK

Tests -> OK
YAML -> OK
