univention-ssl should be migrated to be Python 3 compatible.

The listener module is already migrated since a long time.
Some leftover things have been migrated as well.

verified:
- changelog entry exist
- code changes for python3 migrations plausible
- its possible to recreate certificates in UMC and no errors occur in listener log on the backup node
