univention-welcome-screen is not shown after system setup

Created attachment 10572 [details] Proposed patch univention-welcome-screen does not start after system setup After the system setup the plymouth daemon needs to be started before drawing the welcome screen (after a boot without the system setup, the already running plymouth daemon is used). There seems to be a change in buster so that the daemon is started but is not immediately ready to draw on the console. The daemon is stopped with "retain-splash" but the welcome screen has not yet been drawn. We need to wait for plymouth to be ready before starting to draw the welcome screen.
40284d0ea9d6662949d63f1a69fff248e03a4ad4 disabled welcome screen check in test/utils/installation_test/appliance-vnc-setup.py once this is fixed, please revert
