Here "univention-welcome-screen" is only the bearer of bad news, probably not the cause: Somehow "/etc/apt/sources.list.d/15_ucs-online-version.list" got corrupted; more specifically it contains an error message, which our APT pre-invoke hook detects and reports. Most likely our public repository server was not reachable. The cause for that might be on our side or on their side. Without further data we will never know. The whole mechanism was changed for UCS-5.0 and should be less likely to occur there.
