Dovecot dropped non-tls plaintext authentication

Dovecot dropped the non-SSL/TLS plaintext authentication. Making test 40_mail/28_plain_text_passwords_over_nonTLS unnecessary and ucr variable mail/dovecot/auth/allowplaintext not used. Setting of the dovecot variable needs to be dropped in the univention configs
UCR Variable mail/dovecot/auth/allowplaintext was removed with commit: 9819d7d331c1050ef1d6ffc99769569882e03370 The package mail/univention-mail-dovecot was build and affects the version 5.0-0 Also mail-test 28_plain_text_passwords_over_nonTLS was deleted in commit: ba614c4b991a42e97779ba9109447d1ecaa19ef7 because the functionality that was tested was dropped by dovecot itself. The ucs-test package was build. This effects version 5.0-0
