Fixes in Bug 52723 and Bug 52725 are required for code in Bug 52659 that is in the Kelvin API app version 1.3.0.

1. This dependency has to be added to the apps configuration.
2. The installation of the Kelvin API app may happen in the ucsschool pre-join hook. The errata dependency must be respected there.

Ignore this. the UCS@school app does not yet depend on the Kelvin API app.

The Kelvin API app version 1.3.0 now depends on UCS 4.4-7 errata 892.

* The app configuration in the test app center has been adapted.
* A note was added to the README_UPDATE_* files.
