Show UMC overview in Portal

The UMC modules should be shown in the Portal
UMC modules are shown in the "domain" portal if showUmc=TRUE. UMC modules are shown in the dedicated /univention/umc/ portal. Icons, colors are in place for the portal tiles. A link to the /univention/umc/ portal exists if not logged in.
The dedicated UMC portal redirects to the login if not logged in.
The tiles are translated in the user language. If the language is changed, you need one refresh. (We assume that Administrators will not constantly change their language during a session. Therefore, this minor usability glitch is currently acceptable)
