The portal opens UDM modules with ?overview=false

Hence, no tab bar is shown in UMC. UDM offers "open in new tab" which is not broken, just confusing. It is the same as the normal click, except that the "back" buttons is labelled "cancel".

We should not offer this menu when overview=false
