App with dedicated tab in user module instead of "Apps" tab

I did some testing with a not published app from the Test App Center on UCS 5.0. This app has the "Apps" tab configured. 

I expected a tab named "Apps" in the user module and inside that tab I wanted to see the App's icon, name and a checkbox to activate the user for the app.

Instead I see a dedicated tab for the user and inside a checkbox, no icon.

It works for me with the nextcloud app.

After installation of Nextcloud it is as expected

I have just also installed Nextcloud on the system. Now the "Apps" tab is present as expected.

I remember this behavior also from UCS 4.4 once in a while. Therefore, it is not a new issue.
