The StartupDialog:

* Asked for installation feedback
* Asked for hardware information
* Handled license upload
* Wanted a piwik consent


We need that in the welcome module. Currently, only the license part is implemented.

Furthermore, we want the Administrator to visit the App Center at least once.

The welcome module (Bug #53147) replaces the StartupDialog

We want to disable the StartupDialog since it does not fit in the usage flow of the portal
