It was used by the old portal and is now only generated, but never read.

This is not a huge problem on its own. But in App tests, the check

03_ucr.37check-ucr-templates-py3-migration-status.test_configfile_python_compatibility[/etc/univention/templates/files/usr/share/univention-portal/apps.json] 

may fail due to different dictionary ordering in py2 vs py3.
