We need to implement a kelvin plugin derivate with partial group sync to the id connector for a customer project.

Implemented and merged. The development and discussion regarding this feature was done in our Gitlab in Issue #366

- The plugin was implemented in "src/plugins/plugins/kelvin_partial_group_sync_handlers.py"
- Documentation can be found in "src/README.rst"
- The example in "examples/school_authority_kelvin_partial_group_sync.json" shows how to configure the id-connector to exclude teachers from group changes.

What I tested:
Installation -> OK
Upgrade -> OK
Docu -> OK
Tests -> OK
Configuration like in the example -> OK
Group changes on the id-connector side do not change groups of teachers -> OK
Changing a teacher on the id-connector side does not change groups of the teacher (implemented in bug 53871) -> OK

The UCS@school ID Connector in version 2.1.0 has been released.

If this error occurs again, please clone this bug.
