+++ This bug was initially created as a clone of Bug #53940 +++

When opening the school wizard without any schools configured, one is _not_ asked to create a new school. This is a different behaviour then other wizards that ask you to create a first object.

It is also confusing that opening all other wizards (without having a school configured) send the user to this empty list without any hints on how to further proceed.
