Deactivating printing in a classroom does not work after on/off:

Reproduce this by 

- disabling printing in a classroom (this works)
- enabling it again (this also works)
- FAIL when disabling it again, jobs were still created. This behaviour continued on my vm, also when putting the windows vm in a new computerroom.

I also encountered this problem in my multi-server-env in ucs-5. After ~ 5 min the setting was finally applied and it worked. 

In 4.4 it also took - sometimes - rather minutes than seconds for the settings to be applied, but in the end it worked. 


In my single-server env (ucs5) (where I re-checked this) the problem remains.
I suspect, I changed the settings to fast or something like this and this could also happen in 4.4. 

Nevertheless I think this is a performance issue.
