During update to 5.0-1 the ucr variable postgress11/autostart was set to no.
This was left over from preup modifications for ucs 5. 

This is a problem for every app that uses postgres (e.g univention-self-service), because the service cannot be started again.

We removed this and some other leftover checks from the ucs5 update.
