As the import stops the notifier it is not possible to start exams in that time.
As the cli mostly runs in the night this may be ok, but the webimport was introduced to make it possible that staff (f.e. secretary) is able to import the users of the own school on their own (without annoying the Domain Admin)
This may also practicable in small environments but in bigger environments this is really suboptimal.

as a sidenote one obvious fact has to be mentioned: the stop of the notifier does not just affect exams, *all* changes in LDAP made in that time are not replicated in the whole environment.
