UMC in UCS 4 had the ability to restart/shutdown a system using entries from the burger menu. 
This option is not available with the portal-integrated UMC. 
There are several discussions e.g. on help.univention.com that are mentioning that the old UMC on /univention/management is still available and allows to restart/shutdown the system. This should not be treated as an official workaround as it is unclear if "/univention/management" is a supported management interface. 

The feedback on help as well as direct feedback from customers/partners shows that this feature is used often during daily administration.
