As a school administrator I want to be able to create work groups with the Kelvin API that are feature equivalent to the work groups created with the UMC module.

Merged the implementation in kelvin (https://git.knut.univention.de/univention/components/ucsschool-kelvin-rest-api/-/merge_requests/3) and the integration tests (https://git.knut.univention.de/univention/ucsschool/-/merge_requests/114). Built `ucs-test-ucsschool` version `7.3.51A~5.0.0.202206201930` and started the jenkins pipeline for kelvin with `UCS_ENV_KELVIN_IMAGE=gitregistry.knut.univention.de/univention/components/ucsschool-kelvin-rest-api:branch-main`: https://univention-dist-jenkins.k8s.knut.univention.de/job/UCSschool-5.0/view/Apps/job/kelvin%20API/32/.
