+++ This bug was initially created as a clone of Bug #54891 +++

We need to get the workgroups that a user belongs to from Kelvin for https://git.knut.univention.de/univention/ucsschool/-/issues/740. Endpoints for CRUD operations for workgroups already exist but users are missing the workgroups attribute (mapping of schools to list of workgroups). Auto creation of workgroups (when creating or modifying a user) should not be implemented.


-> The changes need to be ported to 5.0 to keep our logic consistent.
