Add base and scope parameter to resync-objects.py

To be able to resync multiple objects at once, it would be nice to be able set a search base and scope as parameters additional to the filter parameter.

Use case:
At a customer the "cn=UCSschool,cn=custom attributes,cn=univention,$(ucr get ldap/base)" container was empty and every object in it needed to be resynced. I changed the base in the script. But I think it would be useful for customers and our support team if we support this out of the box.
