portal tab bug

How to reproduce:
- open multiple tabs in the portal.
- close one of them that is not the rightmost tab.
- switch to one of the other tabs that is not the leftmost tab.

So in case 4 tabs are initially opened, close for example the second one and then click on tab 2 or 3. The first (leftmost) tab seems to keep working properly, the rest of them are broken.

the resulting problem can be seen on the attached screenshot.

The bug can also be triggered from within the app center tab.
On the app details page of an installed app:
 - click "manage installation"
 - click "open"
A new tab is created the same incorrect way as it is seen on the attached screenshot.

another way to reproduce the bug (from #54649:)

1. Install some packages like samba, which contains a Join scripts, which is *not* executed by default
2. Open Portal, login and go to UMC
3. Open any UMC module, e.g. "Diagnostics module"
4. Only then click on the "alert message" and get directed to the UMC module for "Domain join"

This issue is fixed in UCS 5.2 (part of #57083)
