Unfortunately, a small typo has crept in.
If teachers are only allowed to edit workgroups
(ucsschool-umc-teachers-default/workgroup editing) 
in order to edit only students, the default sentence is confusing:

Any students and teachers of the school can be selected as group members.

Since only students can be edited, teachers find this sentence wrong and confusing cause teachers are not able to edit.
