The complete user experience when configuring mail addresses in the "Edit workgroups" module is broken.
- Hook is not set, although mail address is configured
- Previously set ACLs are not displayed
- Group ACLs do not find any result in the search for groups. Popup error message: "Forbidden
- If a workgroup is opened with the mail address set, and "Save" is clicked without any changes, this removes the mail address

Perhaps it would be more advisable if just the administrator could edit settings like this.

To reduce confusion, this is about the "Edit workgroups" module, which only allows to manage students in existing workgroups. The "Administrate workgroup" module is fine.

Remove "Waiting Support" issue because it doesn't match our criteria. "How will
those affected feel about the bug?" has to be 3 or higher.
