PHP7.3 is installed during the UCS 5 upgrade, but not enabled.
This can be found in the updater log

libapache2-mod-php7.3: php7.0 module already enabled, not enabling PHP 7.3

A customer requested that php7.3 should be done either automatically or be mentioned in the release notes that this has to be done manually.
