If I check the tick for upgrading the system during the domain creation, the process stops eventually when it's trying to restart the univention-management-console-server.

If I try to restart it manually I get an "Permission Denied" Error.

hm, we fixed such an issue in Bug #55753. But if it still occurs (maybe due to another erratum doing some things):
Interesting would be setup.log and /var/log/apt/term.log.

This shows an upgrade to univention-management-console-server (12.0.17-3A~5.0.0.202302071823).
https://errata.software-univention.de/#/?erratum=5.0x595 Bug #55753 released 12.0.17-6A~5.0.0.202302241559.

Therefore this should be fixed already by Bug #55753.
