univention-ldb-modules use a copy of the waf buildtools as build dependency.
This should be upgraded to the latest version to use Python 3.

Verified:
* Core review and build logs for univention-ldb-modules confirm that waf is now executed with python3
* All waf phases (distclean, build, test, install) are run sucessfully
