Since UCS 5.0-4 the LDAP ACL's of the UMC-Server are loaded from the primary LDAP server.
We should change it back so that the local LDAP server is used again.

The changed weren't merged yet.
Now they are:

The UMC-Server now reads LDAP-ACLs again from the local LDAP server.
Therefore one LDAP connection is reduced.
