Bug 48150 suggests that ASMC will work on a (central) replica. 
This is not the case. A manual run of asm-upload always shows:

If one uninstalls ASMC on the replica and installs the application with the same setting on the primary DN asm-upload will immediately find available accounts.

while investigating I noticed that the application is indeed using the machine connection of the replica server but surprisingly the connect is connecting the LDAP on the primary DN.
