Example ini file from Guardian Authorization API

This bug was discovered while configuring the Guardian Management API, Guardian Management UI, and Guardian Authorization API.

The ini files for the `20231114081211` version (0.2.0) of these three apps all have the following section:

However the German "Maintainer" does not show up when viewing any of these apps in the Provider Portal. The "Name of the app maintainer" field is blank in the web interface.

You can verify that the issue is with the Provider Portal, and not the ini file, by editing the "Name of the app maintainer" section (under "Maintainer information") in the German field. The new name appears in the ini file by "Maintainer =" under the `[de]` section, but when the form reloads, the field is still blank.
