The pdf of the Guardian Manual generates with a lot of artifacts and does not look good.

The pdf download was deactivated with commit 4c8c4f313b993c3c9727e49f3117d9bd2704ab68

We would like to offer a pdf again, so the generation should be fixed.

I have attached screenshots of the issues we encountered so far:

- The index contents overlap
- Text in code blocks can overflow
- Sometimes images are rendered with an unusable size and sub optimal text flow
