The UCR variable `keycloak/server/sso/fqdn` is missing from univention-management-console-web-server.univention-config-registry which is most likely the reason why some update tests are failing.

added a missing UCRV to the univention.conf apache2 config. This previously caused the config not to update when Keycloak was being installed after the join script has run, which lead to wrong headers.
