We no longer need the following patches in 5.2 

* 20_systemd_restart_firewall.quilt (replaced by service snippet in univention-docker)
* 30_dont_change_FORWARD_policy.quilt (replaced by config option 
ip6tables = false

Only runc is still at the 5.0 ubuntu version after the 5.2 upgrade.

I pinned this package directly in preup/postup during the 5.2 upgrade.
