If the fetmailrc is empty or only the poll strings are in it without any "set" configuration the fetcmailrc is not regnerated by 
univention-directory-listener-ctrl resync fetchmailrc

Also when adding a fetchmail single drop account, the entire fetchmailrc is overwritten. Only the just created user gets a poll line

I could reproduce it with UCS 5.0-9
